Fed. R. Civ. P. Supp. Admiralty Rule B(3)(a) provides that in an in personam action, interrogatories to a garnishee with maritime attachment and garnishment may be served with the complaint without leave of court.  Pursuant to Fed. R. Civ. P. Supp. Admiralty Rule C(6)(c), in an in rem action, interrogatories may be served with the complaint.  The rule further states that answers thereto must be filed with the answer to the complaint.
